fix(gateway): 모바일 계정 버튼 행을 정리
일반 사용자는 두 버튼을 한 행에 유지하고 관리자 링크는 모바일에서 전체폭 둘째 행으로 분리한다. 500px과 더 좁은 viewport의 Chromium 좌표 및 상호작용 회귀를 추가한다.

Gateway 화면을 route 단위로 지연 로딩하고 common runtime import를 실제 소유 leaf export로 분리한다.\n\npackage boundary와 route loading 회귀 테스트로 root barrel 재유입을 차단한다.

서버 탭 아래 중복 이름과 내부 지도 테마명을 제거하고 런타임 상태를 하단 요약으로 옮긴다. 연월은 레거시 지도 제목과 같은 20px 중앙 띠로 표시하고 데스크톱·모바일 Chromium 검증을 보강한다.
